Lip reading report confirms political motivation for murder of PT member in Foz

The expert report carried out at the request of prosecution assistance based on security camera images from the place where the criminal police officer, Jorge Guaranho, murdered the municipal guard, Marcelo Arruda, shows the political motivation of the crime. The murder jury will begin this Thursday (04), in Foz do Iguaçu.

According to the document, lip reading reveals the defendant’s words in the moments before the shooting: “This is Bolsonaro, Bolsonaro, damn it! Petralha!”, and “PT supporters are going to die! Down, down, down.” The complementary report to the Criminalistics Institute’s expertise is signed by expert Anderson de Jesus Anchieta Carvalho and speech therapist Renata Christina Vieira.

According to the prosecution assistance, the new element will be essential to ensure that the defendant is convicted of double-qualified intentional homicide, for futile reasons – due to political violence motivated by disrespect for differences – and common danger, since the shootings were carried out at the party location and could have victimized the guests present.

“The reports carried out by the Institute of Criminalistics and the complementary report, carried out by an expert hired by us, demonstrate the robustness and, quite abundantly, the existence of evidence regarding the political motivation of the crime. What is expected now, in the jury, is that this comes to light to demonstrate, definitively, the production of fake news with the aim of paling the work carried out so far by the Public Ministry and the prosecution assistance”, says the lawyer Daniel Godoy.

Prosecution assistance, formed by the Godoy Advocacia team, represents the victim’s family from the police investigation stage and helped build the set of evidence for the homicide and the qualifications. The actions of the Public Ministry, represented by prosecutors Marcelo Mafra and Tiago Mendonça, promoted the complaint regarding the crime that occurred on July 9, 2022. At the time, the victim, Marcelo Arruda, acted as treasurer of the PT municipal directory of Foz do Iguaçu. “The Public Ministry and the experts did an excellent investigative job. We are very confident that the political hate crime will be demonstrated”, adds lawyer Andrea Jamur Pacheco Godoy.

The case

The municipal guard and former PT treasurer, Marcelo Arruda, was murdered at his own birthday party, in 2022. The victim was celebrating his 50th birthday with his family and friends, when the party was invaded by the defendant, Jorge Guaranho, and he was killed gunshots at the party site.

The 50th anniversary celebration took place in a reserved area of ​​the Associação Esportiva Saúde Física Itaipu, in Vila A. According to the MP-PR complaint, the defendant – unknown to the victim and family – approached the door of the party room by car, with the sound of the vehicle at high volume, playing a campaign song by then candidate Jair Bolsonaro.

According to witnesses, Guaranho had left a barbecue with his wife and son and learned that the celebration had as its decorative theme the Workers’ Party and the then presidential candidate, Luiz Inácio Lula da Silva. Shouting “Bolsonaro” and “myth”, the defendant, who was accompanied by his wife and son – a baby in arms – threatened Arruda, showing that he was armed and stated that he would return to kill the victim.

Approximately an hour later, Guaranho returned to the party location, alone, and began shooting at the target and guests still outside the room. The action was recorded by security cameras. The images showed that the victim tried to hide under a table, where she was shot at close range.
The defendant, Jorge José da Rocha Guaranho, is imprisoned at the Pinhais Penal Medical Complex, in the Metropolitan Region of Curitiba (PR). Recently, he was fired from his position as a criminal police officer by decision of the Minister of Justice and Public Security, Ricardo Lewandowski, for using the department’s material resources in a private activity (weapon), administrative improbity and public incontinence. The decision is the result of an Administrative Disciplinary Process (PAD) initiated at the time of the crime, to investigate the actions of the former officer at the federal penitentiary of Catanduvas, in Paraná.

The start of the jury in the Marcelo Arruda case is scheduled for Thursday (4), at 8:00 am, in the Plenary Court of the Foz do Iguaçu Jury Court, in Polo Centro. The trial will be broadcast live on the Paraná Court of Justice channel.
