“O available time is very long in theory, because it is four years. In practice, for what is very urgent and for what was promised in the campaign, it is very short”, declared Marcelo Rebelo de Sousa in the final part of his short speech after swearing in Luís Montenegro as prime minister.
The head of state then pointed out, in the case of health, the intention expressed by the AD coalition (PSD/CDS-PP, PPM) to implement “an emergency plan without forgetting the stabilization of the management model of the National Health Service”.
For housing, the President of the Republic recalled, a commitment was made to “greater openness to the private and social sectors, attention to the middle classes, without forgetting those who will always need public housing”.
In relation to education, the President of the Republic highlighted Luís Montenegro’s objective of “pacifying the school years, especially in public schools, without forgetting teachers”, then making an allusion to European funds.
“Acceleration of the Recovery and Resilience Plan and increasing focus on Portugal 2030″ — objectives that he placed alongside the location of the new airport” in Lisbon, “the solution for TAP and the continued investment in the railway”.
Regarding the AD program, the head of state also referred to measures such as the idea of providing “greater effectiveness to the transparency entity in the fight against corruption,
“On another level, even more so in times of war, the valorization of military status and, in times of security, to end discrimination between the various forces”, highlighted Marcelo Rebelo de Sousa, here in an indirect allusion to the protest filed by the agents PSP and GNR.
Still in relation to the program that will serve as the basis for the new PSD/CDS-PP executive, Marcelo Rebelo de Sousa highlighted the need for a consensus for justice reform, with a view to “overcoming blockages and misunderstandings that hold back the economy, the society, justice and democracy”.
In short, from the perspective of the President of the Republic, in the current situation, “the world is not helping”.
“Internal economic and social governance can help. The base of political support, as well as time, depend on the expansion of the first and the use of the second, and on how those who only benefit from stable solutions for the regime and the Portuguese act “, pointed out the head of state.
Previously, Marcelo Rebelo de Sousa had sworn in the Prime Minister, Luís Montenegro, and the ministers of the XXIV Constitutional Government, in a ceremony at the Ajuda National Palace, in Lisbon.
In the Ambassadors’ Room of the Ajuda National Palace, 23 days after the early legislative elections on March 10, the head of state swore in the prime minister and then the 17 ministers of the minority executive formed by PSD and CDS-PP.
The XXIV Constitutional Government will be completed with the inauguration of the Secretaries of State, scheduled for Friday.
In today’s ceremony, which began at exactly 6pm, the members of the new executive were called one by one, in hierarchical order, to take the oath and sign the instrument of investiture, a process that lasted around 13 minutes.
The new president of the Assembly of the Republic, José Pedro Aguiar-Branco, the outgoing Prime Minister, António Costa, and outgoing ministers from the previous Government, and the Attorney General of the Republic, Lucília Gago, attended this inauguration ceremony.
