The Coimbra City Council will vote at its meeting on Monday, the 18th, on the proposal for a new competition procedure for the allocation of sales locations, by public auction, at the D. Pedro V Municipal Market.

The bidding for concessions is scheduled for April 10th, in the Noble Hall of the Town Hall.

The Coimbra City Council will move forward with a new public auction to allocate sales locations in the D. Pedro V Municipal Market, after having launched two in 2022 and another two in 2023.

There will be 36 sales spaces up for bid: seven stores and 29 stalls (for fresh fish and vegetables). Bids cannot be less than 50 euros for indoor stores and 25 euros for newsstands. Most concessions have a term of four years, with six years being the maximum.

The seven available stores are aimed at various sectors of activity, namely, butchers, grocery stores, wine cellars, bakeries, pastries and the like, dairy products and dairy products, various food and non-food products, frozen and processed fish, snack bars/restaurants, among others. . Of the stalls up for bid, 18 are for the sale of vegetables and 11 for the sale of fresh fish.

“Taking into account that the success of the last public auction procedures, with the opening of new stores, together with the operation of the restaurant and leisure areas, allowed for an increase in the diversification of existing commercial activity, thus increasing the availability of supply to consumers, it is proposed to hold a new public tender to allocate sales locations available in the D. Pedro V Municipal Market”, states the information from municipal services, highlighting “a gradual increase in the average annual concessions” in the last two years.

The current executive’s commitment to holding public auctions has already resulted in the concession of 42 stores (21 in 2022 and 21 in 2023) and 13 newsstands (11 in 2022 and two in 2023). Thus, the same information states, “it is recognized that the operating conditions of traditional commercial activity, and in particular the D. Pedro V Municipal Market, present a new vigor and have allowed the space to be provided with a greater commercial and cultural offer”, an evolution that, in conjunction “with the economic situation of popular commerce, with the growing trend towards the search for new traditional products (produced locally), which promotes the circular economy, and with the strategy being implemented that aims to transform the Municipal Market into a a reference space for cultural and social entertainment in the city, will be decisive for the attractiveness of sales locations”. In this context, and in order to guarantee the attraction of investors, the base concession values must be maintained.

At the public auction, each natural or legal person can bid for up to a maximum of two concessions for sales locations in the D. Pedro V Municipal Market, counting for this purpose the concessions they already hold in the same space. The only public event for the bidding of the 36 concessions will take place, predictably, on the 10th of April, in the Salão Nobre of the Town Hall.
