Teachers from federal educational institutions said no and rejected in their base assemblies the proposal presented by the government at the meeting on Friday, April 19th. By a large majority, the ANDES-SN Union Sections decided to maintain the strike. The round of assemblies took place between April 22nd and 25th and debated the points presented by the Ministry of Innovation and Management in Public Services (MGI).

In a statement issued by the National Strike Command, it was highlighted that the government’s proposal to readjust aid (food, supplementary healthcare and daycare) was an achievement of the struggle and must be guaranteed for all civil servants. s federal public of any category from May onwards, regardless of the signing of the commitment term, the government’s willingness to implement it through Ordinance is sufficient.

The statement also recalls that the deadline given by the MGI for accepting or rejecting the proposal did not allow all civil servant entities to carry out the discussion at the grassroots level, as happened with Fenasps, Sindifisco and also ANDES-SN itself.

The decision was also informed to the MGI in a joint letter signed by federal education entities. ANDES-SN, Fasubra and Sinasefe requested a meeting for next week, to conclude salary negotiations and career restructuring agendas.

Education entities indicated until May 3rd for the new negotiating round to take place. With this, the ANDES-SN National Strike Command advanced in the construction of a new proposal, sent for debate and deliberation in general base assemblies, between April 29th and May 2nd:

BUDGET:

Promote unitary struggle with other sectors of workers and students for the recomposition of investments to universities, federal institutes and Cefets, taking as a parameter the investments of funds for discretionary use from 2016, with due inflationary corrections, guaranteeing investments in structure, permanence students, research and extension grants and other conditions essential to the quality of the work.

CAREER:

– Having understood that the increase in steps, purely and solely, generates more distortions than solutions to the career, given that it affects an unstructured career design that deserves structural reorganization; and evaluating that the career issue involves longer reflections and accumulations, projecting a more extensive debate agenda on the matter;

– Forwarding: Insist on a response regarding career reorganization based on the 7 points sewn with SINASEFE and establish a longer agenda on the topic;

– Provide use of budgetary impacts by increasing the steps in the remuneration recomposition of the career base by 0.5%, reducing distortions between the floor and base of the same.

RECOMPOSITION:

– Maintain the defense of the 22.71% index as a recovery horizon;

– Reaffirmation of the need to present a recovery index in 2024;

– Comply with the index presented for 2025 (9% in January);

– Open margin for index recombination, guaranteeing in 2024, 2025 and 2026 a total index of 22.71% recombination.

RETIREMENT:

– Only accept proposals that include all employees, especially retirees, who are already neglected in increasing benefits.

REVOCATION:

– Full revocation and payment of retroactive losses of those affected by IN 66/2022;

– Full revocation of Ordinance 983/2020, from the MEC;

– Demand a response to any revocation agenda in the MNNP.
